Manages appearance of thread titles.

Thread title manager v1.4 changes : Fixed issue with thread title having only spaces .

Thread title manager v1.5 changes : Fixed issue with first post edit title change.

Thread title manager v1.6 changes :
Fixes issue with iOS Smart Punctuation. Single closing quote character is automatically changed to an apostrophe.

Thread title manager v1.7 changes : Added External file to options page.

Thread title manager v1.8 changes : Added Allowed characters All and Multibyte to options page.

Thread title manager v1.9 changes : Added Maximum characters to options page.

Thread title manager v2.0 changes : Added Date cutoff and Exclude forums to options page.

Thread title manager v2.1 changes :
- Now allows moderators override the thread title to have lowercase first character even though Uppercase first is set in the options page.
