In computing and especially in Internet slang, a leech is a person who benefits, usually intentionally, from the information or effort of others without offering anything in return, or who makes only token offers to avoid being labeled as such.

The leecher in turn... after the ban can create other accounts and access the forum information without administrative consent, so the easiest way is to not allow them to create multiple accounts.
